Wasn't that Indiana? (http://en.wikipedia.org/wiki/Indiana_Pi_Bill)
And.. well.. Pi can't equal 3. So its hard to say what would happen if it did.

Although pi does equal 4:

Take a 4 foot string and wrap it around a wheel with 1 foot diameter... feel free to send over the extra 10 inches!

And I get to keep 7.64 millimeters?

Yeah, I'm feeling generous today! In fact, you can even keep the other 0.0025591858 mm!

Here, just to be nice, you can have the last 31.0575 femtometers (which is close to pi*10?)

I'm honoured. I'll take whatever's left too. Then I might need to go get an ice pack. All for a few yoctometers of string...

that's just 'denting' the corners in, so it will still be the same. You could even say pi = 10000000 if you wanted with this

I would very so suppose, because otherwise it would be a very coincidental choice.

no, the universe would explode!
for example:
the diameter is 42.
42 x 3 = 126
it would be smaller.
but still...
the diameter would be 42...
but they are the same diameter!
mathematics would break!
(mathematics are essential to the universe)
so the universe would be unexistant!
