I am at a computer camp, and the web filter blocked the page containing the rules to these forums.

I found it was blocked because of this section:

No profanity
No posting or linking to inappropriate/adult content

Epic fail!

This is why web filters can be problematic.
I haven't been able to post here before because it also blocks this page

No, you can't. To do that, we have to pay a rather large amount of money for a TLS certificate, as well as using a host that supports TLS.

Laugh all you want, that's happened to me before. However, my school now uses host filtering instead of content filtering, so it doesn't happen anymore.

That's why you need to use the IP address of a web proxy that goes on a foreign proxy that browses the internet.
