This is indeed correct. This is not affiliated with the Wiki and you are welcome to join regardless of whether or not you have a Wiki account. The only requirements to join here are that you must have a Scratch account and that it must not be banned at the time you register.

Since banned people can't comment the code (although there is a 5% chance that will no longer be the system) that's kinda already enforced.
Plus, why is that a rule since you allow people here if banned afterward?

It's a requirement because of the comment verification system.
The reason we don't ban people here if they were banned on Scratch after they join is that we don't actually have access to a user's ban status on Scratch. There isn't any way for us to know whether or not a user is banned, and therefore we can't act upon that information.
