Web Browser In Panther?

Would it be possible to make a web browser in Panther? If anyone has one, can I use it in my upcoming OS ELF?

If you don't have one, and it's possible, how would I go about doing this?

If it has a "Open URL" block, I think that's your best bet.

Making a web browser in Panther would be a really difficult and long job.
The best you can do in Panther is make it read raw HTML and display the markup, but I doubt anybody would find it useful.

Otherwise, if you need it for other purposes than just having something cool in your OS, I suggest (as jacob said) to add a "Open URL" block to the project and use that instead.
