Question About What Types of Mods Are Allowed

Say someone was making an implementation of Scratch in Java.  Not only Scratch's blocks,, but adding on several features that may just be the solution to some of the current java player problems.  Would that person be allowed to request this "mod" to be added to this site, or would it be considered "not a mod" as said here
Well, what is the verdict on something like this?

Considering that that hasn't happened yet, we don't have an answer yet.
As I say, "We'll cross that bridge when we get to it".

However, if it was directly related to Scratch, we would probably allow it.

If it was similar enough to Scratch (same concept and interface) then we would definitely allow it, as long as it's safe and possibly has an online player smile

Just kidding, I'm just working on one.
I'm actually hoping to use variations of morphic.js made by bharvey to convert scratch files to xml,  then parse it with an online player in Java.
