Sorry, but what do you mean by image file? There are image files for very diverse purposes and if we don't know for what you want to use an image file, it is pretty impossible to tell which one is right. hmm

As a thumbnail for ModShare projects simply use .png or .jpg or anything like this.
A Scratch 1.4 mod is a .image file with the Squeak code and a Scratch 2.0 mod is a .swf file for Adobe Flash Player. For Scratch 3 Mods, I don't know...
